Question about a DIAMOND15 CD.

A few years ago, I got the DIAMOND15 CD from someone on Amazon. I didn't think anything about it, if it was the actual thing or not until now..

The ID number is different: 989 173-4, instead of UPCH-1415.
The back side as all the official logos and the booklet is the same.
The description on the bottom on the back side of the CD says: "This CD is identical to one distributed in Japan.." though the rest of it I can't see.
And it says "Not for distribution in Japan" and has some expiration date.

Is this an "Overseas Version" or a very clever bootleg? I would be disappointed if it was a bootleg.

I have a few Taiwan releases but none of them say "This CD is identical to one distributed in Japan.." or "Not for distribution in Japan" and they have 12 digit ID numbers.
Who does it say manufactured it and in what country?

It says it was manufactured and printed in Thailand.

Maybe they do make them in Thailand, as I've seen a few appear on ebay in the last week or so, Including this promo of Do you dreams come true complete with obi
